By Laws Of Bangladesh Cricket League 2010


There is a Possibility Bangladesh Cricket League will be Named , Haatbazar BCANA LEAGUE ‘2010

The Kick-off  for Bangladesh Cricket League is Scheduled  9th May ( If Everything works out )  or Final date will be 16th May.

Officials and Skippers of all the teams are required to explain all the “ BY LAWS “ to their respective Players.

All the Game will be held on Saturday at 8-00 AM for Morning Games , 1 -00 PM for after noon Games.

Please Provide the Players list to umpire 10 minutes earlier the game schedule ( 7-50 AM Morning Games ) 12-50 PM for afternoon games. Any late , Umpires are authorized to accumulate and curtail the over’s; Every 5 minuets an over.

The entry fees  for the Bangladesh Cricket League will be ( $2.000 ) for premier League ,  ( $1800) .

The Cricket League will be played as a League basis ; Means each team will participate with another team , first four teams will emerged as semi-finalist.

Each win will be given 2 Pts and  Tie or draw will be 1 Pts

All  league games will be 30 over,  a bowler will be able to bowl six over max . Semi-final matches will 35 over and a bowler will able to 7 over max. Final will 40 over match  and a bowler can go for 8 over max.

PG 2 ( out of 4)

Fielding restrictions applies 30 over match is 8 over , 35 over match 10 over and 40 over  match is 12 over . As a limited over ICC cricket laws , onside fielder will be allowed only maximum 4 players during the game , more then that ; umpire will called NO BALL.

Any Umpiring decision is FINAL , No umpire is biased , May be a human error , a wrong decision may effect or a team will suffer ; still every team have to honor the decision. Any brawl with umpire ‘s decision will lead a player or a team indefinite suspension , penalty or both . NO EXCUSE .

As our goal is to develop the young Bangladeshi Cricketers , Only Bangladeshi Cricketers are allowed to participate in BCANA CRICKET LEAGUE. Unlike past years , it is authorized to register any  BANGALDESHI Cricketer from Bangladesh who played for Bangladesh National team as a test player or premier league and first division league . A player registration is mandatory, BCANA will provide the registration and clubs are bound to return to BCANA by the given time. For overseas player the registration can be done over the fax but the player  signature and a photo copy of passport ( first six page ) has to render. Passport and the registration signature have to match ; any Freud will lead the team suspensions.

( Any player try to register 2 teams at a time will be suspended from BCANA )

There are certain things occurred like , Teams may have made a contract with a Players , BCANA will consider it is personal contract between the player and team. BCANA has nothing to do it. Therefore , if teams want to contract with any player be sure it should be the official BCANA REGISTRATION FORM . .

All  Players are urged to behave like cricketing manner , sledging is strictly prohibited while the game is on. Beside ICC laws about the sledging or unmannered way to approach in the game is severely punishable. Any Complain about  UMPIRE , or anything to discuss with the umpire , only  again only skipper is allowed to talk  in proper manner . ( BCANA is considering while the game is on , as SLEDGING)

Umpire will Call  " NO " ball if =>

1. Bowler starts up for his bowling , any kind of  noise from the fielders,

2. Any noise from the wicket keeper , fielders moves from the positions ( Slips , gully ,                                                                   sq leg and wicket keeper )

3.BCANA will consider these words as sledging  =>  GET HIM , GET HIM OUT , THIS GUY DON'T KNOW    HOW  TO BAT. While the                    game is on .

CHUCKING


Umpires will monitored very closely for " CHUCKING " as we don't have any kind of machine or any
bio-machanism to find 15 degree bending of elbow , therefore, if Umpires feels the bowler   delivering   unproper way will call "                 NO " ball . Three consucative " NO BALLS " umpire can ask the Skiper to remove the bowler from the attack.

HELMETS


First " 8 " over wearing helmet is mandatory.

No metal spike boots will allowed at all , Umpire can ask captain to change player's boot or stay out  of bowling attack. Metal                       spike severly damages the cricketing matts.

PG 3 ( Out of 4)

For any curtail over match due to rain or bad weather , there will be no DARK WORTH_LEWS method will be applicable. The game will settled by  the UMPIRE and both The Captain’s consent before the game starts.


BCANA will invent a new system to improve the game starting conditions, to prevent game not to be late start , ALL the  teams will be host team, half of their games. BCANA will supply the mat , cones and other accessories to the host and the host team will set the ground and bring back to the BCANA VAN after the game is over .


Proper cricketing attire is the essential for the entire league matches .  NO “ V “ neck or crew Neck shirt will be allowed . White cricketing attire must be there at the ground including substitute fielder . No Total Black shoes will be allowed  and entire situation will be monitored by the two umpire or scorer .

Scorer will be act as a Third umpire . DON’T DISTURB SCORER . Teams can bring their own scorer only for sit with the BCANA scorer . . Team’s scorer can’t dictate or try to influence anything to BCANA OFFICIAL SCORER >

NUT & Bolts law:-

Once ball pitches anywhere in the mat means ball is totally valid., It may hit the bolts or nuts  at the edge of matt and change the direction and hit the stump  means it is  “ OUT “ . Bolts and Nuts are part of the matt means in the game too.


RAIN RULES :-

Rain rule will be , if rains starts ,both team have to remain at the ground until umpires delivers the final decision. like play to resume or postponed. Please don't call any BCANA official regarding this.

Penalty for the teams:-

Please educate your player for this law.

Umpire and a scorer are fully authorized to issue a summons a player , who breaches the conduct of the bcana by laws. Team will be responsible for this summons. Once the summon issues means the team to pay $ 50.00 surcharge for the hearing of . Hearing will occur right next Wednesday at BCANA office time will be 7-00 pm.

Without paying summons or not appear at the hearing means player and team will be suspended. Team’s next  scheduled games point will be awarded to other team by  default.

After the hearing BCANA can fined the player for GUILTY  or NOT GUILTY for the breaches .




Summonses and Tickets can be issued  To a Player:-


01.Excessive appeals.
02.Cursing any player at the ground .
03.Throwing bats or helmets while leaving the ground unsatisfactory.
04.Violent to other team/ players, running to the ground from side lines or from team’s tent.
05.Garbage or small trash to be cleaned before leave the ground.
06.Can’t leave the ground until game is over.
07.Sledging will be limited , to let umpire aware of it, has to be in English.
08.No conversation between batsman and wicket keeper unless in English and Loud.
09.No call / no show /  guilty by default.
10.Team to Team problems, have to be outside of BCANA Ground, If in the field both teams will                                  receive tickets.
11.WICKET KEPEER  : can’t come forward toward to umpire for appeal.

“By Laws of Bangladesh Cricket League 2010 T-20”


The kick-off for the Bangladesh Cricket Association of North America League scheduled on 23rd Oct Saturday.2010

Officials and the skippers of all the teams are required to explain all the “BY LAWS” to their respective players.

All the game will be held on Saturday at 11-30 AM for a single game a day, for the multiple game, will start at 8AM, 11AM and 2PM. Team’s official or Captain has to provide their team list to BCANA Official or umpire 30 minute earlier at game schedule.
Any Late umpires are authorized to accumulate and curtail the over; every 5 minutes an over.

The entry fees for the BCANA League will be $950. The Cricket League will be played as a league basis; means each team will participate with another team, in their respective groups and quarter final. Top two teams of each group will be emerged as semi-finalist.

Each win will be given 2pts.
A complete washout game will be rescheduled.

Over rate

Teams are supposed to finish theirs 20 over within the time frame limits 1 HRS and 30mins. Umpires are allowed to consider another 10mins for an extra time for the ball change, Injury, high score etc. Umpires are going to take off the bells right after the time limit. No excuses.


BCANA considering 10 over in 45mins, It is very important to maintain the over rate.

Umpires are authorized to keep reminding the fielding side captain about per hour over rate.

All league games will be 20 over. A bowler will be able to bowl 4 over max.  Same rules apply to Semi-Final and Final.

Fielding restriction applies 20 over match is 6 over. (Power play)
As a limited over ICC cricket laws, onside fielders will be allowed max 5 fielders only during the game, more than that umpire will called no ball.

As our goal is to develop and promote the young Bangladeshi Cricketers, Only Bangladeshi Cricketers are allowed to participate in 20Twenty BCANA. Unlike couple of years ago, it is authorized to register any Bangladeshi Cricketer from Bangladesh, who played for Bangladesh National Team as Test player or premier league and first division league. A Player registration is mandatory, BCANA will provide the registration form and it has to filled and return to BCANA by the given time. Any Freud led the team will be suspended.

To eligible for playing quarter final, semi-final and final, A Player must participate in the league match at least one.

(Any player try to register 2 (two) teams at a time will be suspended from BCANA)
BCANA will consider player registration form given by BCANA as a valid registration form in BCANA. Any team made a personal Contract with any Player with their own contract paper BCANA will not consider as a double registration. That problem should be solved by the player and the team who made the contract with the player. BCANA has nothing to do it.

All the teams are required to fill the BCANA registration Paper with the Player's one copy of photo is mandatory. If any team didn't receive the registration paper urging to contact with BCANA official at the ground any Saturday to collect it.

BCANA will consider, while the game is on as Sledging:-

Any kind of noise from the fielders, while the bowler starts run-up.
Any word from wicket keeper or appealing and running toward umpire.
Player move theirs position while the bowler starts on his run-up (wicket keeper, slips, gully, square leg and any fielder in close catching position are only included)
BCANA will consider these words GET HIM, OUT HIM is totally under sledging while the game on.

For any curtail over due to rain or bad weather, there will be no DARKWORTH_LEWES method will be applicable. The umpire and the BCANA official and both the captain’s consent will settle the game before the game starts.

Nut and Bolts Law

If a bowler pitched the ball some where in the mat and it hit stumps is a batsman out.
It doesn’t matter it hit somewhere a bolt or nut which is holding the mat and it part of the game.

Cricketing Dress

Proper cricketing attire is the most essential for the entire league matches. No “V” or crew neck shirt will be allowed. White cricketing attire must be there at the ground including the substitute fielder. The match umpire will supervise this.

Metal Spike Shoes

There will be no way to use metal spike shoes by the bowler. Matting wicket with metal shoes means to ruin the total matt. Therefore, it is totally prohibited.


[NB] there is always undisclosed matter or dispute could be happened, which could not be solved under the BCANA BY LAWS, BCANA will try to solve that matter under the ICC LAW; still it is not possible, the dispute will go review to the league secretary and the president, they will deliver the verdict as fair as possible.

(If any problem doesn't cover by this law BCANA will try to solve the problem by own way but any international or any commercial method will not followed by BCANA.)

Any Appeal: -

For any reason, a suspension or any review an appeal has to make and BCANA will charge a fee $50.00 nonrefundable.

Trash and Garbage: -

Very Important

Due to our Ground Permit is in DANGER for having GARBAGE TICKET last year. We are urging all the team's players, Officials, Supporters to clean up the trash before you leave the Ground end of the day. BCANA will provide the trash bag, if the teams needed it, or they can have their own. Before we finish the statement, we would say it is our duty to keep the Place clean as much as we can and every body should help each other.
